most likely any custom driver would also have a custom API. This driver also needs to be compliant with XInput if you wanted to use that API. (and would have to be written in C++ I'd imagine). That would be a pretty serious undertaking and would require some expert level windows api knowledge I know you said that you don't want random third-party drivers, but I don't think you realize what would be involved with "just creating" your own driver.
